Booking a Phuket tour comes down to two checks: is the company that runs it licensed, and what exactly have you been promised in writing. Below is how to run both, what we found when we tried them on 3 November 2026, and where we found no data. Phuket Tour is the operator our site works with, so its pages are used as one source among four operators, next to Love Andaman, Tisland and Simba Sea Trips.
How to check a tour operator’s licence
- Find the licence number. Operators we read print it on the site: Phuket Tour in the footer of every page, Love Andaman on its contact page, Simba in its terms. The press reports that licensed companies must show their licence number, name and address in advertising
- Open the Department of Tourism’s licence check at esvcs.dot.go.th, which is linked from the home page of dot.go.th under License Check. It has tabs for tour business (ธุรกิจนำเที่ยว), guide (มัคคุเทศก์) and tour leader (ผู้นำเที่ยว) and a search box for a licence number or a business name
- Type the number, open the result and compare it with the company on your voucher: the trade name, the licence number and the status. The detail page also shows the licence type and the expiry date, and names the department’s Bureau of Tourism Business and Guide as the register
- Check the guide on the day. The same registry has a Guide tab, and the department’s inspectors check that guides display an official ID card
What the registry returned on 3 November 2026 for the numbers printed on three operators’ sites:
| Number printed | Where | Registry trade name | Status |
|---|---|---|---|
| 34/03743 | Phuket Tour, footer: Trade name LUXE ANDAMAN | LUXE ANDAMAN | ปกติ (normal), valid until 3 August 2027 |
| 31/00986 | Love Andaman, contact page | LOVE ANDAMAN TRAVEL | ปกติ (normal) |
| 34/02111 | Simba Sea Trips, terms | SIMBA SEA TRIPS CO.,LTD. | ปกติ (normal) |
Two things follow. A website brand and the registered trade name can differ, as with Phuket Tour and LUXE ANDAMAN, so what you check is that the number matches the company you actually pay. And a registry entry shows only that a business is licensed: it says nothing about price, service quality or whether the person selling to you works for it. Some operators write TAT licence in their footers, but the register you can search belongs to the Department of Tourism. We tested the search with licence numbers, not names.
What the law and inspections say
- Penalty. The Department of Tourism warned on 17 June 2025 that selling or organising tours without a licence carries up to two years in prison, a fine of up to 500,000 baht, or both. The warning covers trips arranged through social media and private groups, and tells tourists to verify the operator’s licence (Pattaya Mail)
- Advertising. Pattaya Mail reported in May 2025 that tour companies must show their licence number, name and address in all advertising. We did not find the text of the rule itself
- Inspections. In January-June 2026 the department inspected 1,962 tour companies and found 68 in violation, about 3.5%. The common offences were no tourism licence, failing the ownership rules and no licensed guide. Of 1,225 guides, 129 were in violation, and the most common offences were not displaying a guide ID card, not carrying a job order and working without a valid licence (Pattaya Mail, department figures)
- Reporting. The department urges the public to report suspected illegal operators through its official Facebook page and by email (Pattaya Mail, May 2025)
Online, agency, hotel desk or beach stand: what to check
We found no published data on prices, complaints or no-shows by sales channel, so this table lists what you can verify in each place, not which is best.
| Where you buy | What you can check there | What to ask for |
|---|---|---|
| Operator’s own website | Licence number and company name in the footer or terms. Phuket Tour, Love Andaman and Simba print them. Inclusions and terms are on the page, and Simba publishes full terms | A confirmation with the total, inclusions and cancellation terms, and a receipt |
| Agency office or reseller site | Whose tour it is: the seller’s name may not be the operator’s | The operator’s trade name and licence number on the voucher, and whether the price includes the park fee |
| Hotel desk | The same as an agency: the desk is a seller | The same, plus whether the transfer is included for your hotel |
| Beach stand or street seller | Nothing is published in advance, so the paperwork is the only evidence | A written receipt with the operator’s name and licence number, and a phone number for the day |
| Social media or a private group | The department says organisers of group trips need a licence too | The licence number, checked in the registry before you pay |
Cash, deposits and cards
- Deposit. Simba lets you pay in full at checkout or pay a deposit and settle the balance on the day at its office. Its cancellation policy says that inside 24 hours, for a no-show or for a missed departure, 100% of the tour cost is charged, so a deposit-only booking loses the deposit and still owes the balance. If a group member does not show, the person who booked pays for the missing seats
- Cards. Simba takes cards through its booking partner Bokun and Stripe. Phuket Tour’s payment page describes a QR code for the SBP instant-payment system or a Mir card, and a voucher delivered by courier or email. Tisland’s tour cards say you pay online with a Russian bank card, or in cash. We did not test a checkout, so ask which of your cards works
- Cash. Some operators accept it. A card payment leaves a record with your bank, while cash leaves only the receipt you ask for, so insist on one that names the operator
What “park fee not included” means
The national park fee is the entry charge the parks authority (DNP) sets per visitor. If it is not in the tour price you pay it on top. The DNP table (edition of 02.06.2023) gives foreigner rates per adult and per child: Phi Phi Don, Phi Phi Leh and Bamboo 400 and 200 baht, Similan and Surin 500 and 250, Phang Nga Bay 300 and 150, Khao Sok 200 and 100.
- Phuket Tour lists national park tickets under Included on its Phi Phi, Similan, Racha and Coral, Khai and Khao Sok cards. The James Bond double-deck catamaran card has no Included block, so ask
- Simba says its prices include park fees where applicable
- Tisland lists entrance fees to national parks as included on its Phi Phi catamaran
Ask whether the fee is in the price, at which rate, and when and where you pay if it is not. Which islands carry a fee at all, and how it changes the comparison between offers, is in how much Phuket tours cost.
How cancellation terms work
The terms that matter are the cut-off hour, who calls the tour off, and whether you get a new date or a refund. What operators publish on 3 November 2026:
| Operator | If you cancel | If it is called off |
|---|---|---|
| Phuket Tour | Refund only if you cancel at least one day before the tour; a storm or a doctor-confirmed illness is refunded without restrictions. Full terms are in a contract the site does not publish | A new date, or the money back if the new time does not suit you (FAQ) |
| Simba Sea Trips | Free up to 24 hours before; inside 24 hours, a no-show or a missed departure, 100% is charged | A full refund if it cancels, for weather as well, and cannot reschedule during your stay |
| Tisland | Its cards say free cancellation no later than 48 hours before; its help page says 24 hours for one-day group tours. The two differ, so ask which applies | No weather rule on its help page |
Who decides on weather, what happens to evening-show tickets and what to ask are in what happens if your Phuket tour is cancelled for bad weather.
Ten questions to ask before you pay
- Who runs the tour? The operator’s trade name and licence number, checked in the registry
- What is in the price? Transfer, lunch, drinks, mask and snorkel, life jacket, guide language
- Is the park fee in it? If not, how much per adult and child at the foreigner rate, and when and where you pay
- When and where is the pickup? The time, or the day you will get the exact time, and whether your hotel is in the free transfer zone, see pickup times by beach
- Which pier, which boat, how many guests? Speedboat, catamaran or big boat, and any cap on the group, such as Simba’s 18 adults
- What are the cancellation terms? The cut-off hour, the weather rule and whether you get a new date or a refund
- What do I pay now and what later? Full price or a deposit, card or cash, and what a late cancellation costs
- Which insurance covers me? The insurer’s name, the ages covered and the exclusions
- Who do I call on the day? A phone or WhatsApp number that is answered early in the morning
- Where is all this written? In a confirmation, voucher or chat message you can keep, with the operator’s name, the licence number and your receipt
What insurance to ask about
Phuket Tour says a Thai operator’s insurance covers every excursion and does not publish the policy. Simba includes cover for passengers aged 3 months to 75 years from pickup to drop-off, void if the age or passport number given is wrong, and excludes pregnancy, back injuries and personal belongings. Tisland lists medical insurance as included. Pattaya Mail reports that inspectors found operators not providing the mandatory insurance for customers. Ask for the insurer and the cover in writing, and keep your own travel insurance.
If something goes wrong
- The operator. Call the number on the voucher first. Numbers published by four operators are in the table in pickup times by beach
- Tourist Police. 1155, 24 hours, multilingual, according to TAT
- TAT Call Centre. 1672 is listed in TAT’s Newsroom footer
- The Department of Tourism. It takes reports of suspected illegal operators through its Facebook page and email channels
- Your records. Keep the voucher, the receipt and the chat with the operator until the money and the trip are settled
What we could not confirm
- Any price, complaint or no-show data that compares beach stands, hotel desks, agencies and operators’ own sites
- The text of the Department of Tourism’s rule on showing the licence number in advertising: we have press reports only
- How the registry handles a search by business name: we tested licence numbers only
- Whether a particular reseller is authorised by the operator whose tour it sells: no public list exists on the pages we read
- The texts of insurance policies and Phuket Tour’s contract
For tours that fit your dates, use the day trip picker. It asks four questions and we check seats for your date.
FAQ
How do I know a Phuket tour company is licensed?
Find the licence number on its site, voucher or advertising, open the Department of Tourism's licence check (esvcs.dot.go.th), choose the first tab, ธุรกิจนำเที่ยว (Tour Business), and search by the number or the business name. On 3 November 2026 the numbers printed by Phuket Tour (34/03743), Love Andaman (31/00986) and Simba Sea Trips (34/02111) each returned a record with status ปกติ (normal). Operators often write TAT licence, but the register is kept by the Department of Tourism.
What is the Tourist Police number in Thailand?
1155. TAT Newsroom describes it as a 24-hour hotline with multilingual assistance, and its app has interpreters in English, Chinese, Japanese, Korean and Russian. TAT's own call centre is 1672, listed in the Newsroom footer; we did not check its hours or what it handles.
Is it safe to book a tour from a beach stand or a hotel desk?
We found no published data comparing channels, so we cannot rank them. The seller may be a reseller, not the company running the boat, and the licence that matters is the operator's. Ask for the operator's trade name, its licence number, the total price and a written receipt. The Department of Tourism warns that organising or selling trips without a licence is illegal, including through social media and private groups.
Should I pay a deposit or the full price?
It depends on the cancellation terms, not on the amount. Simba lets you pay a deposit and the balance on the day, and its cancellation policy says that inside 24 hours you are charged 100% of the tour cost, so with a deposit only you lose it and still owe the balance. Ask what you lose if you cancel, and for what window.
Is the national park fee included in the tour price?
Phuket Tour lists national park tickets under Included on its Phi Phi, Similan, Racha and Coral, Khai and Khao Sok cards, and its James Bond catamaran card has no Included block, so ask. Simba says its prices include park fees where applicable. Where the fee is extra, the DNP table gives the foreigner rate per adult and child, for example 400 and 200 baht at Phi Phi.
Do I get a refund if I cancel or the weather is bad?
Terms differ. Phuket Tour refunds a cancellation made at least one day ahead, and a storm or a doctor-confirmed illness without restrictions. Simba gives free cancellation up to 24 hours before and a full refund if it cancels for weather and cannot reschedule. Tisland's cards say 48 hours and its help page says 24 hours for one-day group tours. The full comparison is in our guide to tours cancelled for bad weather.
Is insurance included, and what does it cover?
Phuket Tour says the insurance of a Thai operator covers every excursion and does not publish the policy. Simba includes cover for passengers aged 3 months to 75 years, from hotel pickup to drop-off, void if the age and passport number are wrong, and it excludes pregnancy, back injuries and personal belongings. Tisland lists medical insurance as included. Ask for the insurer's name and what it pays for, and keep your own travel insurance.
Can I pay with a foreign card?
Check before you book. Simba takes cards through its booking partner Bokun and Stripe. Phuket Tour's payment page describes a QR code for the SBP instant-payment system or a Mir card, and Tisland's tour cards say online payment with a Russian bank card or cash. We did not test any checkout, so ask the operator which cards work.
